Request: Add Second Approver for Physical Form

Please update the approval workflow for the Physical Form to include a second approver. The updated process should be as follows:

First Approver: School Nurse

Reviews and approves the physical form.

Second Approver: School Doctor (DR)

Provides final approval after the nurse.

Should have access to Physical Forms only for approval.

For all other medical documents, the doctor should have view-only access — no approval rights.

Purpose:

This change ensures that the school doctor can make final medical judgments after initial vetting by the school nurse, while still maintaining appropriate access limitations across other medical documentation.
