Track: Ability to do an export of the top 16 marks per event per class

The idea behind this is to help sort out this information for assigning teams to state qualifiers. The idea would be to not overload a qualifier with an overly strong event (for example 6 of the top 400 runners end up all in one qualifier).

Desire to have a way for a school to be able to tell if they have filled out a form. When they send out reminders about forms schools don't remember if they have filled it out, sometimes do it again.

Form Completion Confirmation Message

Display a confirmation message, either on screen or via email, to ADs / coaches when they fill out forms…whether it be officials recommendations forms, site availability forms, etc.
